Q: A major road construction project is underway at Philips Highway and Butler Boulevard, and it led to the closure of a Jacksonville Transportation Authority Park-n-Ride hub.

Susan asks:
“What is happening at the intersection of JTB and Philips Highway?”
A: In June — about the time the JTA hub closed — the Florida Department of Transportation began working on improvements on Butler Boulevard from Interstate 95 to Philips Highway, as well as Philips Highway from Butler Boulevard north to Mustang Road.
The $11 million project will improve traffic flow by reconfiguring the roadways to make traffic signals more efficient. The project includes resurfacing, drainage improvements, traffic signals, sidewalks, a bicycle path and other construction.
In place of its Park-n-Ride hub, JTA set up two temporary bus stops.

One is for outbound passengers at the north entrance of the existing Butler Boulevard Park-n-Ride. The other, for inbound passengers, is in front of the Gates of Southpoint Plaza on Philips Highway, just north of the Shell gas station.
Missed bus stops inside JTB Park-n-Ride also include 5188 (Routes 27 and 107) and 5219 (Route 27).

For drivers confronting the FDOT work, the state agency said no lane closures are allowed from 6:30 a.m. to 7:30 p.m., or 4:45 to 12:20 a.m. Mondays through Fridays. No lanes will be shut from 4 to 12:30 a.m. Saturdays, 5:15 to 12:30 a.m. Sundays, or during JTA bus operating hours.
The project should be done by fall 2028, FDOT says.
For Jaguars fans: With the Park-n-Ride lot closed on Philips Highway, the JTA Game Day Shuttle service will not be offered to and from EverBank Stadium from that site this season.
That leaves only the Kings Avenue Parking Garage & Park-n-Ride on the Southbank, Florida State College at Jacksonville’s Downtown lot at 900 N. Laura St., Wingate Park in Jacksonville Beach and the JTA’s Armsdale Park-n-Ride spot on the Northside.
