Jacksonville makes City Council legislation more accessible to the disabled

Online access to bills on Jacksonville City Council agendas has been restored after more than a month offline, now that the city has brought the website into compliance with the federal Americans with Disabilities Act.

Now people who have vision issues or other impairments can enhance the appearance of agenda items in the Legislative Gateway with the click of a computer mouse.

The website had been temporarily taken offline April 22 to allow for a comprehensive review and necessary updates to improve that compliance, but it is now “fully operational and accessible to the public,” City Council spokesperson Teresa Eichner said in a statement to Jacksonville Today.

“Ensuring that public information and services are accessible to all residents is a priority, and these updates represent an important step toward improving accessibility and the overall user experience,” Eichner said.

City officials said all documents from 2019 to April of 2026 that were linked inside the Legislative Gateway were not ADA compliant in PDF form. Now each of those items has a PDF button next to it.

When that item is selected, a drop-down menu appears that says “Read and Translate,” which opens the information in a pop-up window with the original bill, as well as options allowing the user to enlarge text size, increase contrast or make the font more readable for those with dyslexia.

There is also an HTML version of the agenda and minutes available that is ADA accessible for download on the agenda tab inside the Gateway, city officials said. 

Agendas for past and scheduled City Council meetings were still accessible in the legislative gateway at jacksonville.gov/city-council. But attempts to access individual bills did not work until the updates went online this week.
