A U.S. Navy reservist who once served at Naval Station Mayport is accused of trying to buy Department of Defense identification cards under the table.
Raymond Andres Zumba, 27, of Staten Island, was once stationed aboard the USS Carney at Mayport. If convicted, he faces up to 15 years in federal prison, the U.S. Attorney’s Office said. He is being held pending trial.
A federal investigation began in January when a former shipmate told investigators that Zumba had learned their spouse worked in the personnel office at Naval Air Station Jacksonville. Zumba asked the shipmate whether the spouse would be willing to issue identification cards for an under-the-table payment, court documents said.
Federal agents worked with the confidential source to learn more from Zumba about a plan to obtain the unauthorized ID cards. The “smart” cards are usually issued to uniformed service members, military contractors and civilian defense staff as standard military IDs.
Zumba drove to Jacksonville on Feb. 13 with three passengers, including a Chinese national, court documents said. He brought them to NAS Jacksonville, where the source’s spouse took them to the base’s personnel office after business hours.
Two ID cards were made up, then handed over to Zumba the next day in exchange for $3,500. That is when Zumba was arrested and the ID cards recovered, the U.S. Attorney’s Office said.
