Jacksonville police officer accused of overtime theft

A Jacksonville police officer has been arrested after taking thousands of dollars in overtime for work that was never done, Sheriff T.K. Waters says.

Some of the false overtime hours occurred as the officer visited his supervisor’s home for a “romantic relationship,” Waters said.

Officer Christian Madsen, an 11-year veteran, was arrested Wednesday on felony charges of grand theft and organized fraud and a third charge of official misconduct.

The Sheriff’s Office began its investigation after a tip about three weeks ago, the sheriff said. Madsen was not where he was supposed to be during overtime shifts for traffic duty between Dec. 1 and Feb. 7, Waters said. Madsen intentionally submitted false overtime claims, the sheriff said.

“Systemically, Madsen either did not complete any or all of the traffic enforcement for which he claimed compensation,” Waters said. The officer received compensation for more than 200 overtime hours that he did not complete, totaling more than $14,000 in public funds, Waters said.

The money came from a combination of city funds and Florida Department of Transportation grants, Waters said.

Madsen was suspended after his arrest. Waters said he will seek to fire Madsen for “ongoing criminal behavior.”

The sheriff said Madsen logged some of the overtime hours while going to the home of Chief of Patrol Jamie Eason for a romantic relationship.

“We did find that he had traveled to her home during those overtime hours, and there was a relationship,” Waters said. “After a long conversation in my office, she made the decision to resign her appointment. Now there’s an administrative process in place. I won’t discuss details.”

Eason, the department’s first woman chief of patrol, has been demoted.

Madsen is the second officer arrested by the Jacksonville Sheriff’s Office this year. Four more Sheriff’s Office employees have been arrested by other agencies in 2026.
