Jacksonville police involved in two shootings

One man is dead and another wounded after Jacksonville’s first two officer-involved shootings of the new year.

Both shootings occurred within minutes of each other Monday night — one on the Southside, the second in Arlington.

The first started about 8:30 p.m., when officers were called to the Luxor Club Apartments on Egrets Nest Drive after multiple 911 callers reported a domestic dispute.

Officers determined that it was an argument between a husband and wife in the Bartram Park complex, Chief Michael Paul said.

One 911 caller reported that she heard a woman screaming, Paul said. “When she walked outside, she saw the woman on the hood of a Tesla, and she was banging on the Tesla,” Paul said.

When the woman got off the car, a man identified as 35-year-old Daniel Rodriguez drove away, then came back. The 911 caller said he held a gun at his side, police said.

Police officers separated Rodriguez and the woman to talk about what was happening. They learned they were married and he owned two guns. But as officers approached the man, he pulled a gun from his waistband, Paul said.

“Both officers fired and struck the suspect,” Paul said.  “He produced a gun when officers approached him to get his side of the story of the domestic dispute.”

Rodriguez, shot in the torso, was taken to a hospital, where he died, Paul said.

The two officers who shot Rodriguez were identified as J. Rodrick and J. Milam. Rodrick is a six-year department veteran, and this was his second officer-involved shooting. Milam is a four-year veteran, and this was his first officer-involved shooting, Paul said.

Second officer shooting

About 8:45 p.m., police were called to a home on Creeks Ridge Road off Saint Johns Bluff Road.

A neighbor reported gunshots in the area, Undersheriff Shawn Coarsey said.

“The neighbor believed their house had been struck by that gunfire,” Coarsey said. “That investigation is still ongoing. I don’t know if they hit the house or not.”

The 911 caller also reported seeing man holding a rifle inside a garage of a nearby house, Paul said. When officers went to that house, they saw the man and told him to drop the rifle. He did, and was taken into custody.

That is when a 68-year-old man identified as Offero Manalon walked into the garage from the house and picked up the rifle, Paul said. Manalon is the man’s father.

Three officers shot at the suspect’s father, and he retreated back into the house after being shot, Paul said. A SWAT team was called, and a three-hour standoff followed.

Just around midnight, officers fired tear gas into the home and the father came out on the back porch, Paul said. He was taken to the hospital, but his condition was not revealed.

Three officers fired the shots, Paul said. Officer M. Ross is a three-year veteran, while officers Q. Kincaid and G. Hernandez have both been with the department for six years. This was Ross’ and Hernandez’s second officer-involved shooting and the first for Kincaid, Paul said.

The State Attorney’s Office is investigating both shootings. The Sheriff’s Office will do an internal policy review once prosecutors have completed their work.

The Sheriff’s Office reported 17 officer shootings last year. The last one was Dec. 29 at 300 Ponce Blvd. Alan Michael Rush, 48, was shot to death during a traffic stop, police said.
