Palatka officials continue to discuss embattled city manager

The Palatka City Commission will continue its investigation into embattled City Manager Marcia Carty at a special meeting Monday.

The meeting will follow an almost three-hour question-and-answer session with Carty on Wednesday.

Carty has been under investigation due to complaints of misconduct filed against her by some city employees. 

She was placed on administrative leave briefly but returned to work Sept. 15 after a vote by city commissioners. They also appointed Police Chief Jason Shaw as assistant city manager to handle day-to-day staff operations.

The city manager’s history

Carty was sworn in as Palatka city manager in March to replace former City Manager Troy Bell..

The current investigation centers on complaints that Carty created a toxic work environment and made inappropriate remarks about an employee’s racial identity.

Mayor Robbi Correa read each complaint at this week’s meeting and said the staff’s concerns need to be taken seriously, according to a report by News4Jax, a Jacksonville Today news partner.

Carty told commissioners she has “never disrespected anyone.”

Late Wednesday, City Commissioner Anne Henderson Davis made a motion to restore Carty as city manager with the stipulation that an experienced city manager guide her; that she hold a workshop to boost employer and employee relations; and that she complete certification by the International Institute of Municipal Clerks, according to WUFT News.

Carty’s employees will continue to report to Shaw, the acting assistant city manager
